Board Appointments & Development

Serving on the board of a charter public school is a unique opportunity-an opportunity to create better learning environments for Michigan's children. Decisions made by these public officials not only directly impact students' educations but also help create more high-quality school choices for families. Currently, The Governor John Engler Center for Charter Schools has more than 300 caring individuals throughout the state serving as school board members. Their volunteer efforts to improve public education touches the lives of more than 30,000 students at Central Michigan University's 62 charter schools.

Charter public school board members are appointed rather than elected. Under the leadership of Deputy Director of School Performance, Barb Zeile, the Office of Board Appointments & Development processes approximately 125 appointments a year for the Central Michigan University Board of Trustees. The Office of Board Appointments & Development oversees recruiting efforts as well as ensures board member applications are received, criminal records check are completed and personal interviews are conducted. Based upon the results of the reviews and interviews, successful applicants will be recommended to the Central Michigan University Board of Trustees for appointment.

Understanding that each board member is an unpaid public official, the Office of Board Appointments & Developments' organizational responsibility is to provide each board member with the tools, training and support to make good decisions on behalf of the school. The Office of Board Appointments & Development provides orientation on board and board member roles as well as ensures board members understand the charter contract and the relationship between the charter public school and CMU. The Office of Board Appointments & Development also provides training opportunities through the Board Development Series, Back to School conference and individual board sessions. The Office of Board Appointments & Development oversees the reimbursement process when a board receives approved training and requests reimbursement.


Mr. Orlando M. Castellon
Director, Board Appointments & Development

Mr. Castellon is responsible for providing leadership to the Office of Board Appointments & Development and board operations of schools chartered by Central Michigan University. In this capacity, Orlando directs the oversight of the board member recruitment and appointment process, which includes a detailed application, a criminal records check, and a personal interview and orientation. He also provides leadership in the development of board member training and development programs. These programs ensure that board members have the skills needed to successfully execute their duties. Prior to joining the staff at the Center in 2003, Orlando worked in other departments at CMU, including Student Life. Orlando holds a bachelor of science degree and a master's degree in administration from CMU.
